Soak the dried shrimp and shiitake mushrooms in warm water for about 20 minutes, or until softened. Drain and chop finely.
Peel the daikon radish and grate it using a box grater.
In a large pan, add the grated radish and water. Cook over medium heat until the radish is softened and most of the liquid has evaporated, about 10 minutes. Set aside to cool slightly.
Slice the Chinese sausage into small pieces. Finely chop the scallions.
In a medium skillet, heat 1 tablespoon of vegetable oil over medium heat. Add the Chinese sausage, dried shrimp, and shiitake mushrooms. Stir-fry until aromatic, about 2-3 minutes.
Add the chopped scallions, sesame oil, soy sauce, salt, white pepper, and sugar to the skillet. Stir well to combine and remove from heat.
In a mixing bowl, combine rice flour and cornstarch. Stir in the radish mixture along with the sausage and mushroom mixture. Mix until well combined.
Grease a rectangular pan with vegetable oil. Pour the mixture into the pan and smooth the top.
Prepare a steamer and steam the turnip cake over medium-high heat for about 1 hour, or until firm.
Remove from the steamer and allow the cake to cool in the pan. Once cooled, refrigerate for at least 1 hour before cutting.
Slice the chilled turnip cake into pieces. Heat a non-stick pan over medium heat and add a little vegetable oil. Pan-fry the slices on both sides until golden brown and crispy.
Serve immediately with soy sauce or your favorite dipping sauce on the side.
