In a small saucepan, heat the milk until lukewarm (around 38°C/100°F) but not hot. Add the sugar and dry yeast to the warm milk, stir, and let it sit for 10 minutes until frothy.
In a large mixing bowl, combine the flour and salt. Add the yeast mixture, one egg, and melted butter to the bowl. Knead the dough by hand or with a stand mixer (using a dough hook) for about 8–10 minutes until smooth and elastic.
Cover the bowl with a clean kitchen towel or plastic wrap and let the dough rise in a warm place for about 1 hour or until it doubles in size.
While the dough is rising, prepare the filling. Finely dice the onion and shred the cabbage. Heat the vegetable oil in a skillet over medium heat, then sauté the onion until translucent.
Add the ground beef to the skillet and cook until browned. Stir in the shredded cabbage, season with salt and black pepper, and cook for another 5–7 minutes until the cabbage softens. Remove from heat and let the filling cool to room temperature.
Preheat your oven to 180°C (350°F) and line a baking sheet with parchment paper.
