Preheat your oven to 375°F (190°C).
Cut the tops off the bell peppers and remove the seeds and membranes. Lightly brush the outside of the peppers with olive oil and set aside.
In a large skillet, heat 1 tablespoon of olive oil over medium heat. Add the diced onion and cook until softened, about 3-4 minutes.
Add the minced garlic and cook for another 30 seconds until fragrant.
Add the ground beef to the skillet and cook, breaking it apart with a wooden spoon, until no longer pink, about 6-8 minutes. Drain any excess grease if necessary.
Stir in the cooked rice, 1 cup of tomato sauce, Italian seasoning, salt, and black pepper. Mix until well combined and heated through. Remove the skillet from heat.
Stuff each bell pepper with the beef and rice mixture, packing it down gently but not overfilling.
Place the stuffed peppers upright in a baking dish. Pour the remaining 1/2 cup of tomato sauce around the peppers in the dish and add 1/2 cup of water for steam.
Cover the baking dish tightly with aluminum foil and bake in the preheated oven for 30 minutes.
Remove the foil, sprinkle shredded cheese over the top of each pepper, and return to the oven. Bake uncovered for an additional 10-15 minutes, or until the cheese is melted and bubbly.
Carefully remove the dish from the oven and let the peppers cool slightly before serving.
