Preheat a dry skillet over medium heat and add the hazelnuts. Toast them for about 5-7 minutes, stirring frequently, until golden brown and fragrant. Be careful not to burn them.
Once toasted, transfer the hazelnuts to a clean kitchen towel. Rub the hazelnuts with the towel to remove as much of their skins as possible. It's okay if some skin remains.
Place the hazelnuts in a food processor and pulse until finely ground but not completely turned into a paste. Set aside 2 tablespoons of the ground hazelnuts for coating the balls later.
Melt the dark chocolate in a heatproof bowl over a pot of simmering water (double boiler method) or in short 15-second intervals in the microwave, stirring in between.
In a large mixing bowl, combine the ground hazelnuts, melted chocolate, honey, vanilla extract, cocoa powder, and a pinch of salt. Mix until everything is well incorporated and forms a sticky, moldable dough.
Using your hands, scoop out about a tablespoon of the mixture and roll it into a ball. Repeat until all the dough is used.
Roll each ball in the reserved ground hazelnuts for a crunchy coating.
Place the hazelnut balls on a plate or tray and refrigerate for at least 30 minutes to allow them to firm up.
