In a large bowl, mix together the gluten-free flour, xanthan gum, and salt.
Add the cold unsalted butter, cut into small cubes, into the flour mixture. Using a pastry cutter or your fingers, rub the butter into the flour until the mixture resembles coarse breadcrumbs.
Gradually add the ice water, stirring until the dough begins to come together. Form the dough into a ball, wrap in plastic wrap, and refrigerate for at least 30 minutes.
Meanwhile, prepare the filling. Dice the onion, mince the garlic, and grate the carrot.
Heat the olive oil in a skillet over medium heat. Add the onion and garlic, cooking until softened, about 5 minutes.
Add the ground beef, breaking it up with a wooden spoon. Cook until browned. Stir in the carrot.
Add the tomato paste, gluten-free beef stock, and black pepper. Stir well and simmer for 10 minutes until the mixture thickens. Remove from heat and let cool.
Preheat the oven to 200°C (400°F) and line a baking sheet with parchment paper.
Roll out the chilled dough between two sheets of parchment paper to about 1/8 inch thickness.
Cut the dough into squares approximately 10 cm by 10 cm.
Place a spoonful of beef filling in the center of each dough square.
Fold the pastry over the filling to create a triangle or rectangle shape. Press the edges with a fork to seal.
In a small bowl, beat the egg yolk with water. Brush the tops of the pastries with the egg wash.
Place the pastries on the prepared baking sheet and bake for 20-25 minutes or until golden brown.
Remove from the oven and let them cool slightly before serving.
