Preheat your oven to 180°C (350°F).
In a small pan, heat the olive oil over medium heat. Add the finely chopped onion and minced garlic. Sauté until softened and fragrant, about 3 minutes. Set aside to cool slightly.
In a mixing bowl, combine the ground beef, ground pork, sautéed onion and garlic, eggs, parsley, breadcrumbs, milk, Parmesan cheese, red bell pepper, salt, black pepper, and paprika. Mix well with your hands or a wooden spoon until fully combined.
